- To ensure fair, transparent and prompt resolution of all categories of student and applicant grievances within the institution.
- To establish a structured, multi-tier grievance redressal mechanism for enrolled students and admission applicants.
- To uphold the principles of natural justice, non-discrimination and inclusivity, protecting the rights and dignity of all students.
- To provide a systematic process for investigation, appeal and resolution, allowing escalation to an independent Ombudsperson when necessary.
- To comply with the University Grants Commission (UGC) Regulations, 2023, ensuring institutional accountability and adherence to national regulatory frameworks.
- To distinguish and properly redirect grievances covered under separate statutory mechanisms, such as:
- Gender-related complaints (as per UGC SAKSHAM Guidelines)
- Ragging-related complaints (as per UGC Anti-Ragging Regulations)
- To promote a grievance-free academic environment conducive to academic excellence and student well-being.
- Scope and Applicability:
Grievances may be individual or collective, and may relate to academic, administrative, faculty/staff conduct, or institutional matters.
The policy applies to:
- All students enrolled in any academic program of MSB.
- Applicants who have sought admission but are not yet enrolled.
2. Grievance Categories
- Personal Grievances of Enrolled Students:
Issues include withholding of documents, excess fee collection, delay in scholarships, breach of reservation policies, delayed admission results, denial of promised facilities, discrimination internal assessments, academic irregularities and violations of UGC or AICTE norms. - Personal Grievances of Non-Enrolled Applicants:
- Personal Grievances of Enrolled Students:
Includes violations in merit-based admissions, non-transparent selection, deviation from admission policy, wrongful denial of admission, misinformation in the prospectus, or delay/denial of fee refund for withdrawals made within the specified timeframe.
3. Grievance Redressal Flow
- Departmental Level:
Departmental Student Grievance Redressal Committee (DSGRC) – First point of contact. - Institutional Level:
Institute Grievance Redressal Committee (IGRC) – Handles grievances of non-enrolled applicants. - Appellate Level:
Ombudsperson – Final authority for appeals unresolved by DSGRC or IGRC.

4. Redressal Procedure
- Grievances must be submitted in writing or through the online grievance portal within prescribed timelines.
- DSGRC must:
- Acknowledge receipt and investigate within two working days (or same day in urgent cases).
- Record findings, conclusions, and actions.
- Submit the resolution report to the Director-Cum-Principal.
- Appeals to the Ombudsperson must be filed within seven working days of the DSGRC/IGRC decision.
- The Ombudsperson’s decision shall be final, binding and published on the institutional website.
5. Transparency and Accountability
- Committee composition, procedures, and the Ombudsperson’s contact details shall be displayed publicly on the institution’s website and in the prospectus.
- Annual grievance reports shall be submitted to the Director-Cum-Principal.
- False or frivolous complaints may invite suitable disciplinary action.
6. Exclusions
- Grievances pertaining to sexual harassment or ragging will be referred to their respective statutory committees and not handled under this policy.

- Purpose: To address grievances of enrolled students and non-enrolled applicants regarding admission-related issues.
- Composition:
- Professor – Chairperson
- Senior Faculty Member associated with Admission Process – Member Secretary
- Senior Faculty Member of Computer Science Dept– Members
- Senior Faculty Member of Biotechnology Dept– Members
- Senior Faculty Member of Basic Sciences-Members
- Senior Member of Administration-Members
- Student Class Representative – Special Invitee (non-member)
Inclusivity & Tenure:
- At least one woman and one SC/ST/OBC member/chairperson.
- Chairperson/Members serve for 2 years; Student CR for 1 year./
- Minimum quorum: 3 members including Chairperson.
Functions:
- Receive grievances within 30 days of admission closure.
- Conduct hearings and communicate decisions within 7 working days.
- Submit annual report to the Director-Cum-Principal.
Inclusivity Requirement:
- At least one woman member and one SC/ST/OBC member.
- If no eligible senior faculty, an Assistant Professor may be nominated.
Tenure and Quorum:
- Chairperson and Members: 2 years; Student Representative: 1 year.
- Minimum quorum: 3 members (excluding invitees).
Key Responsibilities:
- Receive, record and resolve departmental grievances.
- Maintain neutrality and confidentiality.
- Submit resolution reports to the Director-Cum-Principal.
- Convene meetings at least once per academic year.
- Ensure no retaliatory action against complainants.
- Disqualified members: any committee member named in a grievance.
